Question : Beneficiaries under MSME Cluster Development Programme

(a) the number of clusters developed under the Micro, Small and Medium Enterprises (MSMEs) cluster development programme during the last three years, State/UT-wise;

(b) the details of targeted beneficiaries under the said programme;

(c) the target set, criteria adopted for sanction of the financial assistance and the funds allocated thereunder in the country, State/UT-wise;

(d) the turnover and production within each of these clusters during the said period and the number of clusters under the said programme that export their products;

(e) whether the Government has any scheme for the unorganized MSME clusters in the country and if so, the details thereof and if not, the reasons therefor; and

(f) whether interventions under MSMEs cluster development programme have proved beneficial in capacity building of the MSMEs, if so, the details thereof and if not, the corrective steps taken in this regard?

(a): Under Micro & Small Enterprises - Cluster Development Programme (MSE-CDP), 35 clusters have been completed during financial year 2016-17 to 2018-19. The State/UT-wise details are enclosed (Annexure-I).

(b): The targeted beneficiaries of the scheme are Micro & Small Enterprises.

(c): MSE-CDP Scheme has been approved at cost of Rs.450.00 crore for three financial years (i.e. 2017-18 to 2019-20) for supporting cluster development projects in the country. The scheme is demand driven and financial assistance is provided as per the guidelines of the scheme. The details of funds released State/UT-wise for the last three financial years are enclosed (Annexure-II).

(d): The turnover, production, job creation and exports of the clusters depend upon various factors like aggregate domestic and global demand, seasonality besides various other factors, which may not be within the control of the units in the cluster. Moreover, existence of the cluster and facilities therein have several externalities which also have indirect impact on the turnover, production, job creation and exports of the units in and around the clusters.

(e): Yes Sir. The MSMEs not covered under MSE-CDP scheme can avail benefits under other schemes of the Ministry such as Scheme of Fund for Regeneration of Traditional Industries (SFURTI), A Scheme for Promoting Innovation, Rural Industry & Entrepreneurship (ASPIRE), Credit Linked Capital Subsidy and Technology Up-gradation Scheme (CLCS- TUS), Procurement and Marketing Support etc.

(f): The interventions under MSE-CDP Scheme have helped MSMEs in terms of easier & cost effective availability of common facilities for tooling, production, packaging, quality upgradation, testing, product diversification, marketing, services of common effluent treatment plant, electrical distribution network and raw material bank, etc.
