Question : Raid on Kerala House

(a) whether the Delhi Police has recently conducted raid on Kerala House situated in Delhi on the rumour of serving beef in the canteen without following the due procedure and if so, the details thereof;

(b) whether the Government has conducted any inquiry in this regard and if so, the details and the outcome thereof along with the action taken against the guilty personnel;

(c) whether the Government has received complaints from various organisations and the Chief Minister of Kerala in this regard and if so, the details thereof along with the action taken in this regard; and

(d) the steps taken by the Government to check such cases in future?

(a): Delhi Police has reported that no raid was conducted on Kerala House and the Police acted on a PCR call to examine the situation at Kerala House so as to avert any untoward incident and also to ensure that law & order is not disrupted.

(b) to (d): The Ministry of Home Affairs has received two references on the issue dated 27/10/2015 and 29/10/2015 from the Hon’ble Chief Minister of Kerala. A Special Investigation Team (SIT) was reportedly constituted by Delhi Police to conduct an independent inquiry into the incident. The findings of the SIT revealed that the action taken by the Delhi Police in response to complaint received at PCR was without any malafide intention and the prime objective was to ensure that no law and order situation was created at the Kerala House.

Delhi Police has issued a circular on 28.10.2015 for guidance of Police officials while dealing with any call or matter concerning the State Bhawans located in Delhi so that such incidents do not occur in future. As per the circular, whenever any occasion/situation arises and preventive or other action is required at any of the State Bhawans, efforts would also be made by the Delhi Police to contact the Resident Commissioner or his representative. Where delay can result in any commission of crime or escalation of law and order problem or damage to life and property, appropriate legal action would be taken and assistance of the Resident Commissioner or his representative would be obtained at the first opportunity.
