Question : TOILET FACILITIES



(a) whether the Government proposes to waive off the share of very poor/BPL households who are not afford to pay the said amount for construction of toilets;

(b) if so, the details thereof and if not, the reasons therefor;

(c) the amount allocated/released under Swachh Bharat Mission/Abhiyan to various States/UTs including Bihar and the number of departments/NGOs/persons involved in its implementation and monitoring, State/UT-wise; and

(d) the number of toilets constructed so far under the said Mission/Abhiyan, State/UT-wise?

(a) and (b) Under the Swachh Bharat Mission (Gramin) (SBM(G)}, a provision of incentives for the construction of Individual household latrine(IHHL) of Rs. 12000, including central share of Rs.9000.00 (Rs. 10800.00 in case of special category states) and State share of Rs. 3000.00 (Rs. 1200.00 in case of special category states) is available to all BPL households. There is no compulsory provision for beneficiary share.

(c) Since rural sanitation programme is a demand driven programme, no State-wise allocations are made. However, the Central share released during the current year under the erstwhile Nirmal Bharat Abhiyan (NBA) and the new Swachh Bharat Mission (Gramin) (SBM(G)}, to the States/UTs including Bihar, is at Annexure-1. Funds from Government of India are released to the State Governments, which implements the programme through their rural sanitation departments. States are free to decide their own implementation mechanisms. At the district level, the District Water and Sanitation Committee/ZUIa Parishad and at the Village level, the Village Water and Sanitation Committee (VWSC), the Gram Panchayat and the Gram sabha are responsible for monitoring the programme.

(d) The number of Individual household latrines (IHHLs) constructed under Nirmal Bharat Abhiyan (NBA) and the Swachh Bharat Mission (Gramin) (SBM(G)}, during current year, as reported by the States is at Annexure-2.
