Question : Fund for Rajiv Gandhi Panchayat Sashaktikaran Abhiyan

(a) whether the Government has reviewed the working/ implementation of the Rajiv Gandhi Panchayat Sashakatikaran Abhiyan (RGPSA), and if so, the details thereof; and

(b) whether there is any proposal to release funds to complete committed liabilities activities under the RGPSA for the period 2015-16; and

(c) if so, the details thereof along with the time by which the funds are likely to be released, State/UT-wise?

STATEMENT REFERRED TO IN PARTS (a) to (c) OF REPLY TO LOK SABHA STARRED QUESTION NO. 136 FOR 24.11.2016, REGARDING FUND FOR RAJIV GANDHI PANCHAYAT SASHAKATIKARAN ABHIYAN.

(a) The Rajiv Gandhi Panchayat Sashakatikaran Abhiyan (RGPSA) scheme, was launched in March 2013. From the financial year 2015-16 onwards, the State component of the scheme was delinked from Central Government support. The implementation of the scheme was reviewed at the time of appraisal of the annual plan of each State for sanction and release of funds for the next financial year. The implementation of the scheme was also reviewed during meetings of the Panchayati Raj Secretaries of the States and the field visits by the officers of this Ministry.
(b) & (c) Yes, Madam. During the current financial year, the funds have been released to States towards capacitation of Panchayats which also include unfinished approved activities of previous year under the RGPSA, as included in the annual plan proposal of the State in the current year. The funds have been released under the “Capacity Building – Rashtriya Panchayat Sashakatikaran Abhiyan”. The details of funds sanctioned and released to States during current year, as on 15-11-2016, are given at Annexe.
