Question : Development of Inland Waterways


(a) the current status of the development of the 106 newly declared National Inland Waterways;

(b) the funds allocated for the waterways in the country including Andhra Pradesh and the amount that has already been released for the purpose so far; and

(a) Based on the outcome of techno-economic feasibility and Detailed Project Reports (DPRs) for the 106 new National Waterways (NWs) undertaken by the Inland Waterways Authority of India (IWAI), 20 NWs have been found technically feasible for shipping and navigation. Development activities have been initiated on 10 new NWs as detailed at Annex.-1.

(b) To enable IWAI to undertake development of NWs, grants are released to it by the Government. IWAI was also authorized to raise Extra Budgetary Resources (EBR) of Rs.1000 crore as fully serviced, Government of India Bonds. During the last five years, the Budgetary/Revised Estimates amount raised by the IWAI as Bonds and expenditure incurred by the IWAI on the development of NWs in the country including in Andhra Pradesh, is given below:

Annex-1.
List of 10 new National Waterways on which development activities have been initiated

1. River Barak (NW-16) Development at a cost of Rs. 76.01 crore for Phase -1 of NW-16 from Silchar to Bhanga has commenced. This includes maintenance dredging, upgradation of terminals at Badarpur and Karimganj. Waterway is operational with limited infrastructure facility.
2. River Gandak (NW-37) Initial development process has been completed as per requirement. Further development process will be synchronized with cargo demand
Waterways in Goa
3. NW-27-Cumberjua
4. NW 68 – Mandovi
5. NW 111 – Zuari A Tripartite MoU with Govt. of Goa and Mormugao Port Trust has been signed for the commencement of works. Development of NWs in Goa at an estimated cost of Rs. 22.65 crore is going on. Installation of 3 nos. floating Jetties costing Rs.11.33 crore on river Mandovi and one no. on river Chapora on EPC basis have been taken up. NWs of Goa are operational.

6. Alappuzha – Kottayam – Athirampuzha Canal (NW-9): Waterway is already operational for ferry services. Maintenance scheme for development at a cost of Rs. 0.82 crore was approved in May, 2019 for execution during 2019-20. Night navigation facilities have been installed.
7. River Rupnarayan (NW-86) Development of the waterway at an estimated cost of Rs. 24.00 crore has commenced. Work has been awarded for setting up of floating terminal. Waterway is operational.
8.Sunderbans Waterways (NW-97) Development of waterway at an estimated cost of Rs. 18.10 crore has commenced. The infrastructure at Hemnagar is being upgrated to handle Cargo/ Passenger or Customs/ Immigration requirements. Waterway is part of Indo-Bangladesh Protocol route and already operational for vessels.
9. River Kosi (NW-58) Development process will be synchronized with cargo demand.
10. River Ghagra (NW-40) Development process will be synchronized with cargo demand.

Annex.2

Status of implementation of Action Plan for National Waterways in Andhra Pradesh in 2020

(i) Dredging in Phase -1 stretch of NW-4 from Vijayawada to Muktyala in Krishna River in Andhra Pradesh has been completed as per current requirement.

(ii) Fabrication of three floating pontoons out of four floating pontoons as per requirement of Government of Andhra Pradesh for NW-4 from Vijayawada to Muktyala in Krishna River has been completed and fabrication of fourth pontoon is progressing.

(iii) Land acquisition for fixed terminals (4 nos.) at Ibrahimpatnam, Harischandrapuram, Muktyala and Madipadu is progressing.
