(a) : The Planning Commission estimates poverty at national and state level from the large sample survey data on consumer expenditure collected by the National Sample Survey Organisation. These surveys are conducted once in approximately five years. During the period of the Eighth Five Year Plan (1992 to 1997), the estimates of poverty are available only for the year 1993-94 based on the National Sample Survey data on consumer expenditure of the 50th Round. These are given in the Annexure.

(b) : In rural areas, the states which have more than 40% of their population below poverty line in 1993-94 are: Arunachal Pradesh, Assam, Bihar, Madhya Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Orissa, Sikkim, Tripura, Uttar Pradesh, West Bengal and Dadra and Nagar Haveli. In urban areas, the states which have more than 40% of their population below poverty line in 1993-94 are: Karnataka, Madhya Pradesh and Orissa.

(c) : No separate guidelines have been prepared for the States/UTs with more than 40% people living below the poverty line. However, the Ninth Plan has adopted a three-pronged action to alleviate and reduce the poverty in the country. These are:
(i) acceleration of economic growth,
(ii) human, and social development through literacy, education, health, nutrition, meeting of the minimum needs, elevation of social and economic status of the weaker sections of the society, etc., and
(iii) direct attack on poverty through employment and income generating programmes and assets-building for the poor. These plans are implemented for all the states.
